AB211, s. 45 4Section 45. 48.982 (6) (d) of the statutes is amended to read:
AB211,15,175 48.982 (6) (d) The board shall award grants to organizations for programs that
6provide parenting education services but not crisis intervention. Grants shall be
7used
for direct parent education, family support, and referrals to other social services
8programs and outreach programs, including programs that provide education to
9parents in their homes. For organizations applying for grants for the first time on
10or after July 1, 1998, the board shall give favorable consideration in awarding grants
11to organizations for programs in communities where home visitation programs that
12provide in-home visitation services to parents with newborn infants are in existence
13or are in development and, if grants are awarded, shall require programs supported
14by grants to maximize coordination with these home visitation programs. Programs
15supported by the grants shall track individual clients participants to ensure that
16they receive necessary services and shall emphasize direct services to families with
17children who are 3 years of age or less.

12subd. 2. shall be charged for the issuance or renewal of a plate issued on an annual
13basis for the special group specified under par. (f) 53. An additional fee of $40 that
14is in addition to the fee under subd. 2. shall be charged for the issuance or renewal
15of a plate issued on a biennial basis for the special group specified under par. (f) 53.
16if the plate is issued or renewed during the first year of the biennial registration
17period or $20 for the issuance or renewal if the plate is issued or renewed during the
182nd year of the biennial registration period. All moneys received under this
19subdivision in excess of the initial costs of data processing for the special group plate
20under par. (f) 53. or $35,000, whichever is less, shall be credited to the appropriation
21account under s. 20.395 (1) (ih) and
deposited in the children's trust fund maintained
22under s. 48.982 (2e) (a) 2
. To the extent permitted under ch. 71, the fee under this
23subdivision is deductible as a charitable contribution for purposes of the taxes under
24ch. 71.
AB211, s. 62 25Section 62 . Nonstatutory provisions.

1(1) License plate revenues. On the effective date of this subsection, the
2secretary of administration shall transfer, from the children's trust fund to the
3corporation organized and maintained under section 48.982 (2e) (a) 1. of the statutes,
4all moneys received under section 341.14 (6r) (b) 6., 2001 stats.
AB211,18,95 (2) Child abuse and neglect prevention board; initial term. Notwithstanding
6the length of terms specified for members of the child abuse and neglect prevention
7board appointed under section 15.195 (4) (g) of the statutes, as affected by this act,
8the additional member appointed to that board shall be initially appointed for a term
9expiring on May 1, 2004.
AB211, s. 63 10Section 63. Initial applicability.
AB211,18,1311 (1) Child abuse and neglect prevention board membership. The treatment of
12section 15.195 (4) (g) of the statutes first applies to a person appointed to the child
13abuse and neglect prevention board on the effective date of this subsection.
AB211, s. 64 14Section 64. Effective dates. This act takes effect on the day after publication,
15except as follows:
AB211,18,1716 (1) Grants to corporation. The amendment of section 48.982 (2e) (am) of the
17statutes takes effect on July 1, 2004.
